Wow, awkward! The thing is, she is probably totally embarrassed and maybe even shameful about what you saw. Not that she was doing it (it is perfectly normal and if you haven't done it yet, you probably will some day), but the fact that you saw it. It generally is something that people prefer to do privately. She may well wish that it is just forgotten and never spoke of, but you both know what what you saw. Give her a few days to process what happened and if she wants to act like nothing happened, respect those wishes. It should be up to her if she wants to bring this incident to light. Maybe just a friendly "this doesn't change anything", or "it's no big deal". You probably just need to let her know that there is nothing different between you two. Sometimes even just an knowingly look with a nod settles the issue, never to be brought up again.

You may not know this but what you say now will forever destroy any relationship you have with your sister. Once you tell you can never undo the damage that was done Remember this " Life and death are in the power of the tongue" you can build her up or you can damage her for life just by your words so think before you speak.

What would you hope to accomplish by telling your parents? As it stands, what happened is very, very humiliating for your sister as it was supposed to be a private thing. She is mortified and can't even talk to you right now. Do you want things to get worse?

Masturbation is a normal thing. You get to know your body and what feels good. I wouldn't make a big deal out of it. Don't tell your parents. I am sure she is embarrassed enough that you caught her.
