Well, the disobeying is really your parent's problem to figure out. However, you could be there for your brother if he needs someone to talk to or lead by example.
As far as constantly annoying you, well, try not to give him a reaction because that is probably why he does it in the first place.

He may be looking for attention (and for some people any attention - even negative attention - is what they get). Try to do positive things with your brother to establish a stronger bond with him - if he is younger, rides bikes, play video games, go to a movie or the park or something appropriate, if he is older, go out to lunch with him, to the mall, to the movies or other things that are age appropriate and will help you two to have some good memories to share and talk about. After you establish some good times together when you have plans the next time try to talk to him about his behavior in disobeying your parents and ask if he has an objective in doing this and perhaps you can help him work on these issues. It's hard to deal with a rotten sibling.
That said, speak with your parents about privacy. Ask if you can put a hasp/lock on your door to keep Bro out of your space.
Other than that - well, siblings are what they will be. Goes back to Biblical times too. Just read the book of Genesis - there are all kinds of "sibling" problems that occurred some 5,000 years ago. Hasn't changed. Not likely to change in the future.

you and your friends should get togeather and dress him up like a girl and put makeup on him and then take pictures of him dressed like a girl and then show his friends to embarass him and maybe he won't annoy you if he has girls giving him a makeover and then showing his friends pictures of him dressed like a girl.
