Do you mean babies born at one time via Cesarean section or the most Cesarean sections a woman has ever had? Please be specific and you'll get better answers!

I do not know about the highest, but a woman in France had 6 according to the news. That is 6 separate births by Cesarean.

There are recorded births of sets of nonuptlets (9 babies) but I can't determine the method of delivery, and in all cases I know of, none of the babies survived.

The Chukwu octuplets (8 babies) where born via C-section and all but one survived.

If you mean at a time then they recommend no more then 3 becuase of the scar tissue. I am sure people have more though.
