there is this girl at chruch she lauge at all my jokes and say i am so funny to me and her firends and when i stare at her she smiles at me and when she stare at me and i look at her she smiles she lauge for all my jokes and when its time to go home she wave her hand and say bye and say my name and she toch me on my arm like 3 times and she talk about me to her firends?

She may like you, or ... she may just be a friendly person and who enjoys touch, without anything sexual at all. The only thing you can do is to talk with her, ask to have dinner with her, see a movie, or to go for a walk. Sit next to her. Talk with her. See what develops. But, at least at first, don't expect too much.
