does that also alert the state of that extention, or are you supposed to alert the state if you want an extention with the state?

the state is ohio, and the indvidual does owe. will they be penalized?

That only applies for your Federal return. Some states have their own form while other will accept a copy of the Federal Form 4868. If you don't notify the state, they generally won't know and therefore you don't have a state extension.

It depends on the state. For California if there is no tax due there is an automatic extension until Oct 15 with no forms at all. If you owe money it still must be paid by April 15 but you have until Oct 15 to file.

you will also need to alert the state which should have its own form for you to fill out.
