Because the sales tax rate would have to be boosted to around 35% to replace the revenue from the other taxes.
How would you like to pay over $7,000 just to register your new car?? That would be AFTER you paid $20,000 for it.

The sales tax that you pay on items you buy goes to the state. Taxes to other entities go for different purposes. With the state, the state legislature chooses how they'll tax people, through sales tax, income tax or both.
