You have to stop the program from loading during startup that the icon is attached to. Sometimes you can right mouse click the icon in the taskbar area and open the program, find options or properties in the program and uncheck load in start up.
Otherwise if you know which program is loading the icon you can go to Start / Run/MSCONFIG/OK then click on the START UP tab and uncheck any program you don't want to run at startup, click OK then restart your computer.

if you are talking about the icons that actually start the program, just right click and delete it... if you are talking about a program that is actually running in the taskbar then you don't delete it... its just a program you have that is launched and it lists it at the bottom.

Click and drag it up to the desktop.
If it is a shortcut only, right-click and delete.
If it is a program - think - do you want to delete the program? If you do, I suggest you go through the Control Panel Add and Remove.

Occasionally, click and drag doesn't work -- then try Alt+click+drag.
