I am a Christian and I don't use any such tactics. I object to you calling religion a fable, but you make a good point.
I don't think kids should be threatened in that way. Plus, there is no immediate punishment, so it probably isn't that effective.
I prefer to emphasize that we have a loving Father in Heaven that is pleased with us when we do what is right. I would rather have my kids be trying to please me and God than be doing things out of fear. That is just not healthy.
So, I think you are right about not scaring kids with stories of the Devil, but I feel that I can raise my kids well by fully integrating the good points of our religion into their lives.

Is it child abuse to tell a child that they may get hit by a car and suffer terrible pain if they don't look both ways while crossing the street and use caution?

Why is it child abuse to tell a child that there is evil out there and we can take precautions otherwise we'll suffer great pain in what we cannot see???

Honestly, NEGLECTING to tell the child in both examples is child abuse. In the eyes of the law the first example could result in jail time for the parent ... in the second example, eternal separation from God.

I am a Southern Baptist, and I do in fact teach my children about God. I do not go into details about the devil, or hell. My children are very young and I don't feel that they are old enough to understand.
I would never to anything to scare my children, and I somewhat understand what your getting at. But I truly feel that most devoted Christians would not talk with there children about such things until they are capable of understanding.

They really don't scare them. I don't believe in god and I was raised by my parents to believe. They thought me about the bible and god and the devil. They told me all I had to do was be the best person I could be and believe in god and I would go to heaven if I didn't do good or didn't believe I would go to hell. It's not that scary what do you want them to do tell them to go out and do horrible things with no trouble. Child abuse!!!!, it's what their parents believe and they are teaching their children what they believe is right. Isn't that what a parent is supposed to do?

I wonder, is it any different than my neighbor telling her children yesterday - "remember, don't go outside, or the monsters will get you." These are pre-kindergarten children. Then she left.

Yes, I'm going to make a call.

But it's the same thing... scaring them into behaving as she wants.

That's not child abuse.

Child abuse is getting beaten with fists, being sexually violated or even getting berated about things to the point of brainwashing.

I was told, (and still am told) that I'm a "heathen" and that I'm "going to hell" by my parents. It's no big deal. They've told me that garbage ever since I was born.

I don't understand this either. The Bible only says that Hell is not being in the presence of God in the afterlife. It wasn't until Dante's Inferno that the concept of fiery torment for eternity came into Christian philosophy.
I defiantly prefer ethical responsibility and the repercussions of actions to threats of torture when I discipline my kids.
Personal responsibility...yup. :)

Blessings,
