Yes, the USAR will provide shipping to a point location no greater than the distance to "Home of Record".
A hardship discharge is issued under honorable conditions.
Your husband shoud contact PERSCO, or the Transportation Movement Office to obtain all viable information. If nothing else, have him see his "First Shirt".

Some do. But downrange, usually no one knows who's from the reserve component and who's from the active component. Sometimes you can tell by bearing or education; reservists are typically better educated and more independent due to having a "real job" away from the direct supervision inherent in the armed forces. But in day-to-day operations I neither knew nor cared which component any soldier, airman, or Marine came from.
