Easiest way is to replace the drywall.
2nd choice is alot of scrapping with a putty knife, 4 inch blade. Helps to get it alittle wet while your scrapping. It makes a mess. So have a good shop vac handy. After you get all the ceiling scapped off, you'll need to wet sand it to smooth it out the best you can get it. It's not a fun job let me tell you.

Popcorn ceilings are no fun to work with, and removing one is even worse. The main problem with scraping the ceiling is the remaining texture doesn't look good and is not the easiest thing to remove.

If you're dead set against replacing the drywall here's a solution for you.

The Dry solution:
Using a wet/dry vac, place the large bar attachment on the end of the hose and gently drag it across the ceiling. This will allow you to knock off the tops ot the 'popcorn' while keeping the mess on the floor and other furniture to a minimum. But be careful, this will also leave tool marks in the ceiling if you apply too much pressure or do not have the tool flat against the surface.

Once you have the 'popcorn' texture removed to your liking, I recommend painting 2-3 coats with a quality latex paint.

The wet solution, see the link below...

First, you need to make sure that the ceiling does not contain asbestos in the popcorn! If it does, then you'll have to pay an abatement company to do it for you (or you'll have BAD problems).

If it doesn't contain asbestos, then a paint scraper should do just fine. Just be careful to not knick the sheet rock if you are just planning to paint afterwords.

Put some warm water in a spray bottle then spray the ceiling in small sections and scrape off with a wide putty knife.

Wet it and (carefully) scrape it off. If you gouge the ceiling it will just cause more work. You may also need to retape the seems.

ohhh ugh, gawd I am sorry you are having to deal with that nasty stuff! The only way to remove it is to scrap it off. A large floor scraper should do the trick.
