Private Number Plates?

How can I find out the owner of a certian plate? For Example who owns the registration plate R142 ASM? What happens when you buy one private plate? Any hidden costs? Pros and cons? etc... Thanks for your answer.

I would prefer answers from UK as my question is only relevant to UK registration plates. Thanks

In PA, they cost another $ 20.00.(one time) If one is taken, they will tell you someone else has it.
I don't think they'd tell you who, HIPAA, you know.
Pros? It's a toy.
Cons. may make it easier for police to remember if you're speeding
