I know that only cars with 45 MPG are eligible to use the HOV lanes with only one person in them, but which cars qualify? I'm pretty sure the Prius does, but any others?

You must either buy a used hybrid that has a access sticker on it already, or buy a new hybrid and apply for a sticker. The state only issues a fixed number of stickers for each automaker and Toyota's quota has already been filled so if you buy a new Prius you will not get a sticker. Only Honda hybrids still qualify for new car pool access stickers.

The CNG Honda Civic, and other natural gas powered cars, also qualify for the access sticker.

In California, you must get stickers (which are placed on your vehicles bumpers) for your vehicle to drive it in the HOV lanes. The ones that qualify for the sticker are the Toyota Prius, Honda Civic Hybrid, and Honda Insight.
