Take your pinkie finger and "swipe" it out with a hook like motion, be careful not to lodge it any deeper into the throat. If that doesn't work or it's too far to reach, then begin the Heimlich maneuver.

omg!! DO NOT SWIPE!!!!!! it is the first thing to come to your mind in that situation but it is very dangerous. you can lodge it further into their throat!! pick the baby up and put their neck in between your middle and first finger with their belly facing the floor, then just a couple of thrusts on their back should do the trick!!
call your local police or fire department and take a cpr course they are usually free

Pull them out of the high chair and flip them upside down. A couple of good hard blows to the back, then check to see if you can see the food. If you can see it, try swiping it out of their mouth if not, then Heimlich (abdominal thrusts).

how old?
young toddler you need to pick then up over your arm, so they are backwards and upside down on your arm. and give a hardish tap with the heal of your hand to the middle of their back. hard to explain with out showing you. older child you need to give them the Heimlich manoeuvre

Take a child CPR course they should be able to tell you there. I would assume it's some form of the hymlick.

depending on the location of the food...a swift blow with the palm of the hand to the back of the child OR a finger swipe.
Hopefully the child isn't choking as you ask this question.
