They are rather big but do they have to stare at them they I don't have a face. I don't dress provocatively or anything but still they stare!!!

Men are visual creatures. Instictually, we are drawn to the the visual much more strongly than women. For women the senses are much more balanced in the brain.
Not likely, but they could be attempting to show you that they find you attractive, without having to come forward and say as much.
Course, none of this excuses it. We know that women generally don't appreciate being so obviously oggled. However, sometimes it just can't be helped, all of a sudden you find yourself staring blank eyed, with your jaw hanging on the floor.
To quote Seinfield " Glance and look away".

Wear a large shepeless top and see what they look at. I am male and I enjoy a fine figured woman. If a man doesn't look at you he is probably dead or blind. If you are a sight to behold then enjoy it as the sun enjoys shining on the world each day. Women look at my rear and smile; I have checked it out in the mirror and cannot see what in the heck they see that I don't; it is just your normal rear end. Breasts, however, are a different matter. They are spectacular and should be worshipped. What the heck; just enjoy it; or go live in a convent.

You just aren't lucky. Hey, at least you have them - I'm flat as a pancake.
Try layering your clothes to draw attention away from there, if the weather permits, or try some different makeup styles. Guys are retarded most of the time, I'm sorry to say.

thats just guys for you, If your that self concious about em then tie em up ( put them in a good bra) & hide em ( wear shirts that completly cover them up like t shirts )
you may not want to try this but my cousin has big ones and she got tired of this boy doing that to her in highschool so she grabbed his head and shoved him into her boobies and said how do you like it now? are you getting a good view? she shoved him back slapped him in the face and has never seen him since... thats on you tho if that will work :)

seriosuly, are they big? maybe that is why. I am not sure... I try my best to always look someone in the face, it is how I was taught/raised...
