Yes, any Church of Scientology will give you a tour.
As long as you are looking out of interest and not to waste time or cause trouble. Our organisations are very busy, although you are most welcome.
The best way to organise a tour is to call and ask for D.S.A. they are the Department of Special Affairs. Within this department we have personnel who can assist you best on the tour aspect.

Considering that they practically own the town... yeah, I'd say you'll pretty much have to organize a Clearwater tour through a Scientologist.
