At one time they were used for storing Town Gas. That is gas manufactured from coal and piped to houses for cooking and even lighting. They are not used now as all our gas comes through pipes from the north sea, Via pressure reducing stations and places where the natural gas has a smell put into it for safety.

The correct name for these objects is "gasholder". Most are no longer in use, but a few continue in service until 2009. Here is a link about them:

They're emergency oxygen tanks.... if someone farts a lot in one area then emergency oxygen is pumped into the air. That's why they differ in height if they're being used a lot or not
