Yes, they both should have been arrested because they caused the chain-of-reaction from the call, to the police, to the ambulance. Many times things like this are left at the discretion of the officers involved but they should have hauled their sorry butts to jail.
But they may not get off too easy. Hopefully their parents will get a big bill to pay for the time both agencies put in for this stupid, idiotic, childish prank.
And it doesn't matter if they called 911 or if someone else did. Because of their actions, they are responsible for what happened ~ it starts at the top folks and these guys were at the very top.

Those paramedics were not available for a real problem.
Lets say that someone had a heart attack and die because that unit wasn't there and the back up unit took too long to get there.
Would the joke been funny or a massive car accident or fire.
Those guys are there to save lives not for the entertainment of couple of spoiled brats.

Well, they didn't call 911 but someone else did. Anyone involved or affected could press charges. The DA could look at it at file charges. All in all, that was dumb of the kids to do that and should face some type of punishment, like a fine or community service or both. You are right, what if someone else needed that ambulance?

I really don't think that they should be arrested but they should get some kind of a warning ticket and if this behavior persists then it should be escalated to an arrest. Thats just my take. I have had my brushes with the law so I know.

In my state he could have been charged with any and all of the following:
1. Abuse of the 911 system.
2. Disorderly Conduct.
3. False report of crime or conduct.

I agree with you and the others who say that they should have been ticketed/arrested. Too often thoughtless pranks like this cause problems for other people. These guys should be taught that their actions carry consequences.

Yes, we call it disorderly person. Anything that causes a crowd to gather and impede traffic (foot or vehicle) is considered disorderly. PLUS, falsifying an emergency.
