Why do woman shame / make another respond if someone, esspeially men look at her up skirt. But she never shame while wearing a sexy bikini?.i think, underwear and bikini is a same, same model and size

Well... swimwear is usually meant to be seen in public, but underwear is something more private and us ladies don't appreciate men looking up our dresses. It makes you seem like perverts and dirty old men who are trying to get a peek at something private, so don't do it anymore.

Women do not make shame when you look up their skirt. Women make report at police when you look up their skirt.
It is considered rude to look up skirt
When wearing bikini there is nothing to look up. You just look as much as you like. Woman not make shame r make report to police.

She choses to wear a bikini and anyone can see that.
She wears a skirt over her undergarments and doesn't invite you to look up the skirt.
You will end up arrested if you keep looking up skirts.

They pretend to have shame when wearing skirts, and let it all hang out when on the beach.
In fact they have no shame. Their dresses make them get into their double personalities.
