Ok, I had a free program before my computer crashed. Before it crashed, I had a free photo editor program that when I install it, it will be directly under the windows picture and fax viewer and it could do all kinds of stuff. For example, can change the teeth color into white, remove pimples which is under make up, make a guy smile, improve the color of the image and many more. Please help.

As Windows does not include a photo editor, you probably install it has part of a printer, camera, or other device you added to your computer. You will need to find that original disk and reinstall it.
Or go to http://download.com and do a search for "photo editor". You will find several free ones you can download from there. Play around and see which you like best.
