Where do you live? If you're in the US, it's easy.
All you have to do is just talk to her. Introduce yourself with a nice comment like, Hi. We've never been properly introduced so I decided to introduce myself. My name is ___. I've noticed you for some time now and really admire you/your ____.
OK so that sounds corny and trite but it's the honest truth - and even it's corn-ball sound is a sign of your sincerity.
That the honest truth without being a jerk or too cocky.
If she's nice, she'll introduce herself and smile thinking she is quite lucky to meet a nice boy "at last!"
IF, however you are from a different country - then meeting a girl - even in tertiary or university - can be quite different.
In that case, it's vital that you follow your country/community/religious customs when meeting a nice girl. You do not want to give the impression that you disrespect her in any way - so follow those rules to the letter.
It might be a good idea to arrange a third party introduction by a respected person - a professor, for example. Or your Imam or other faith leader. That way everything will be on the up-and-up and you'll be able to show that you not only admire her but you also respect her.

Well you said she knows you like her so, i suppose there isn't really any need to tell her at all if you're really too scared. On the other hand, she might like you back and isn't sure whether it's just a rumour that you like her. If this is the case then she'll be waiting for you to raise the issue. My advice... take her somewhere with just the two of you, but make it somewhere casual, like a coffee joint. This way she won't get freaked out by an intense situation, like if you're on a dinner date or alone somewhere quiet. If you take her somewhere like a cafe (with some space between the tables for privacy's sake) then she'll feel at ease and be more comfortable talking about it.

ok if its really like that then u should pull her away form her freinds and just ask her. if that doesn't work then u have plan "B". which is tell it to her in a note thats not so mushy-mushy.
juts let her know that u r ready 2 have a realtion ship and after u write that make sure to put "write back" so she can answer u and if that doesn't work u can just tell her in her face or in the hallway and see if she answers. if u like her that much then it will come to u with a slight problem.SHYNESS. yes with all this i've never met a gut like u who is scared to actually talk to a girl that they like alot. i'm surrounded by people who do that all day long so i get similar questions like this. just take my advice, it will be OK.

Just go and tell her! There is nothing worse than a man who is too scared to tell a girl how she feels! If u dont she will move on and then it will be too late as she will meet someone else who isnt scared to be honest

r u and this girl friends. if so just tell her that you have had these feelings for her and if she likes you 2 then she will let you know but if you 2 aren't friends yet i think that that is the first step to take.

tell her how u feel & how long u have felt it. tell her u care 4 her & u kno she knows u like her,but u cant understand y u dont go out. ask her if shes feelin u bcuz if shes not,it would be a waste to ask her. GOOD LUCK ;-)!

just try to talk to her more. Hang out with her. Ask what she likes to do,etc. Youll eventually become closer and then tell her how you feel
