You should dress for the recruiter as you would for the 'real' interview. Recruiters will not pass you along if they feel that you won't present yourself well in a real interview.
This also gives the recruiter an opportunity to adjust your selection, if needed. Example: a friend has a fabulous red suit and jacket. Nicely made, well accessorized. BUT, the red is simply too 'powerful' for an interview. She was glad that the recruiter was able to guide her to wear a more conservative suit and let her SKILLS and PRESENTATION speak, instead of her clothing.
Black pants, as part of a suit, are generally acceptable for many interviews ~ especially if combined with nice shoes (not sandals!) and a blouse that isn't too masculine. (Choose a soft color instead of stark white).
Some recruiters have interview coaches -- if this is the case, you might benefit from their advice on clothing, answering tough questions, and the interviewing style of the people you'll be meeting.

Don't go topless!
Just kidding, I think you meant skirt, not shirt. Absolutely, you may wear dress pants. Just make sure that the shirt is discreet, and if possible, a blazer on top. You want to look professional, but it is not necessary to be all suited up for this interview. Save that for the interviews with the companies that you are hoping to work for.
Good luck.

I think you meant instead of a SKIRT? If that is the case, then I think a skirt suit makes a better impression than a pants suit.
If I was wrong & you meant exactly what you said, then NO. You definitely need a shirt for your interview. Topless would definitely leave an impression, but I doubt it would be the one you want.

I don't think you should ever substitute pants for a *shirt*, it just doesn't work well.
Often you can be more casual in your dress with a recruiting agency (and it depends on what sort of position you're looking for), but if you're really worried about it, I'd call and ask them.

I would dress as you would dress for an interview for the job you are seeking so that the recruiter can get an idea how you will present yourself.
