in 1914, the devil was cast out of heaven to the earth. that is why the devil is down here causing all this trouble. everytime something goes wrong in someones life, they blame Jehovah God, but it is the devil the causes all the trouble. that is why Jesus said woe to the earth and the sea because he is angry and misleading the inhabited earth. www.watchtower.org

It does seem a little paradoxical but Jesus said that He watched satan fall from Heaven onto the Earth and we have to take this statement as fact, but there is no evidence that satan is confined to Hell at this time and it is believed that he is free to roam the Earth until the final judgment.

I do not think we know the year as such. But the scripture you quote has to do with Christ presence, revelation and coming.
