He buys a small tin of white paint. He paints the cue stick white, and uses it as a blind person would, as a cane. The bus driver cannot refuse a blind person's cane or charge them extra for it.
At least that's my guess.

White spray paint - $1.00, Sunglasses, $1.00, painting your snooker cue white and using it as a blind-mans walking stick, to keep from paying an extra fare on a bus, Priceless.

It doesn't say he has the cue on the bus.
So, he leaves the old one piece cue somewhere....but intact...buys a new two piece cue and gets on the bus.

I'm only guessing, buy he could have brought a locker of some kind and left it in there. Or traded it in and 'brought' a shorter cue.

A tin of white paint. He then used the cue as a "white stick" and pretended to be blind.

Did he buy a ticket? When he got back on the bus, he only had one more to buy? I doubt it, but it's possible.
