Programs can't be copied from one PC to another. And "clone a hard drive to a new one" is not a good idea, due to driver incompatibility issues.

Burn all your personal data to CD / DVD, you don't need any special software.

On the new PC, install any programs from the manufacturer's CD or download them. Then, copy all your personal data to the new PC.
