One thing at a time.
The money. Does your friend have anything, signed, that shows the money was a loan? If not, then as far as the law is concerned it was a gift. She could TRY to take it to civil court, but I don't think that it will go anywhere.
The adultery. If she doesn't have PHYSICAL proof, then it's his word against hers, and nothing will be done.
I agree that PEOPLE are doing this, and that it needs to stop, but don't think that it's just people in the military.

Oh I wish I had the answer to this one. I am in the same situation. I was involved with a man in the military and lent him some money to get home to Michigan for a family thing and he refuses to pay me back. The only advice I can give you is to call the mans comander (the head honcho of his military unit) This will work if you call enough times because they will most likely punish him if he doesnt take care of the problem. Try that....the man I was dealing with got out of the military shortly after so that didnt work for me. Just get ahold of someone on the military base and go from there.

IF In fact you are for real and not just another one of these anti- American troop blasters. I'll tell you what I think. I think If your friend was dumb enough to loan money to a guy she obviously does not know well enough, then I don't feel sorry for her. Maybe she will be a little more careful in the future. If he owes her money and she has proof of the loan she can take him to small claims court. She can talk to his CO but once again she has to have proof that she loaned him money. A receipt doesn't mean it was a loan.

She needs to see her lawyer and meet with C. I. D. as well as J. A. G. to file charges, that is the only way she will get a penny back.
