the parcel was sent by courier by my friend, and seeing the condition, i refused to accept. i donot want to disturb my friend, but want to handle the local courier. obviously, the courier will not oblige me to record the condition. all of us the sender, me and the courier are in india

File a complaint with the carrier and request for the refund of the destroyed items and damages incurred as a result of the bad condition of the shipment.

World over private sector services are better and far superior
to public sector. The Private Service providers are also more polite and responsible in answering .
Unfortunately in India, the position is entirely different .
Government owned postal department services on handling parcels are far better,costs less and more reliable in the prompt delivery and safe delivery .The services extend to any part of the country without increase in rates.
The courier system, or the private postal services in India are handled by a few big and many small companies.Most of the companies services cost more.Reliability and handling things are poor.Customer's care and curtsy are really "much wanted".Many companies off loaded and lent their names to locals, and they neither bother about spoiling the name of the parent body nor care the customers.They simply exploit.

Either a regulatory body should be constituted to control their service activities or a total ban issued on erring courier companies.

If the parcel/s are delivered by the Post Office then you have to draw up a summary of the delivery of the parcel holding the Postman and others present as witness. The after issuing notice to the DOP under Sec.80 CPC you can claim compensation.
If the parcel is delivered by the Courier Service, then the same thing has to be done , that is drawing up a summary, and then invoke Consumer Protection Act and claim compensation.

As per Postal Act, courier companies (excepting some who are approved ones by the Govt/IBA) are NOT legally authorised to carry items other than paper items (i.e., letters, memo etc). On the back side of the courier receipts, you will find that they are NOT under obligation to compensate you beyond Rs.100/- in case of any loss, damage etc. Now, if you wish to enforce this, you will have to spend MORE than Rs.100/-. Hence, you will drop this obviously.
Courier companies have no REGISTERED BODY to monitor their services, attend customer complaints etc. Hence, using courier services for any items, most valuable documents, money, etc. would be a BAD choice.

I don't know your local. In the U.S. I first would call the local postmaster and set up a mail watch on all incoming mail. What they will do is write down all incoming mail, when received and the condition.If they have been opened. I would then contact the Postal Inspectors.
