Yes, as long as each is prepared with the same amount of tequila.
To the one answer rocks is ice which dilute the drink-frozen are made with ice crushed together with the drink in a blender,so contain as much or more water, which also melts more quickly since it is finely crushed. FYI.

It depends how fast you drink it. Why is it so hard to think that solid ice melts slower than crushed ice?

Hmm. I was actually thinking they put more booze in the frozen ones because it's so cold that it kills the taste a bit more. At Moe's, they use a handle of tequila and a handle of vodka in their frozen margaritas, whereas margaritas on the rocks seem to stick with the smaller amount of triple sec to tequila. Just speculation though.

Yes but isn't a frozen Margarita better?

Not really. Since on the rocks is on ice, when the ice melts, it lowers the alcohol potency.

If you use the same amount of tequila in both they will have the same amount of alcohol, freezing does nothing to destroy the alcohol in the drink. Bottoms up!

in my experience they don't put as much alcohol in the frozen varieties. maybe this is b/c they are pre-made, and usually in a higher volume, i dunno. i always order mine on the rocks, or if i must have it frozen, i get an extra shot. but, i'm not a fan of frozen fruity drinks anyway.
