If you are talking about taxes, I filed taxes when I was 11 or 12 and got an $11 dollar refund.
They can have a bank account at any age, but have to have a parent sign.

A savings account can be issued to anyone under 18 years of age with the parent's consent.
If you have a job at 16 years of age, your parents can help you open a checking, but it's under their account. You have to be at least 18 years old to open a checking account.

Even children can have bank accounts in the US as long as an adult is on the account as well. I had a savings account when I was 9 years old.

Can you be more specific? If it is a bank account than I do not think there is an age requirement. I think you just need a parent.
