A mountain does more things than any of the animals living inside it yet its status is passive.
The action by non-action is watching and choosing not to intervene, yet. Staying passive up to the rigth moment.
Think of it: a woman who knows you like her migth only be in the bar putting some make up and maybe giving just a side look, yet she's already got over you because she's been watchful. Alike the manthis staring at the insect perfectly still, until it's the time to strike.

Action or inaction is a choice. The choice to inaction still has an effect, result, or consequence. To choose not to do anything, allows things that are already in the process of happening to happen, or allows one who is already doing something, to do it without interference. I guess what I am trying to say, is that by not doing something, you are still doing something, by allowing something else to take place without interference. When you get in there and actually do something, then whatever you have done affects the outcome of anything else that is already happening. A body at rest, remains at rest, a body in motion, remains in motion until it meets another body, then it's motion is affected.

Let's say you're having problems with a co-worker who's undermining your work efforts and spreading rumors about you in the office that are untrue.
you could:
A. Confront them about it.
B. Talk to your supervisor.
C. Continue on as though nothing were wrong and perhaps sometime in the future the bad seeds this person is sewing will catch up with them. (do by not-doing)

Silence is sublime. Understatement is fine. Many things do not require an action, they take care of themselves. Many comments do not need a comment in return. Sometimes by remaining silent people assume things, or figure things out on their own. Watch it unfold. You'll see a lot of things happen or being done, by not doing.

It means actively choosing to abstain from action--allowing to happen that which will happen if you do nothing.
Just because something can be done, doesn't necessarily mean that it must be done. Sometimes the correct action is to take no action and let things unfold in their own way.
