try looking under where you parked it and see if it's leaking. if not, if it smokes only when you start it you need new valve seals. not terribly expensive. if it smokes all the time it's major. probably rings or worn cylinders. if it's not smoking the oil is going somewhere that you should be able to find.

Well you probably like your car. When I find something I like I keep it till wheels fall off. So the repairs are trivial to me.
If you want to keep it. (boy I'd like a cheap gas miser like that)
and body is good . You won't believe how much I've seen them go for recently .
I would just add heavier weight oil and restore or the like and drive after I crawled around to check its not a bad seal or something simple . Save some change $$
1. Start looking for another car for parts with a good motor (Cheapest way ) And you'll have extra parts
2. one from a wreckers that runs( Motor) Even if you have to have shipped.
3. cost of a rebuilt motor . to have rebuilt or buy one done (have warranty )

Try one of the brands of "honey" oil additives made to stop oil burning, and start looking around the junk yards for a wrecked Festiva.
NOTE: I liked the Festiva my wife had when we got married, I am 6'6" and I fit into it. That 40MPG city and 48MPG highway sound pretty good right about now.

Go to your local walmart, buy a few cases of their cheapest oil (supertech probally), and add a quart every week. Just to fix it could half a grand, more if it were something serious, its in your best financial interest to add oil.
Also move up a weight, it will help it burn slower. Moving up from a 10w-30 to a 10w-40 would probally make that figure 1.5quarts to 2.5 quarts in 2 weeks.

it would be expensive to fix...but it would also be even more expensive to replace the car with something supposedly more advanced. add the oil when it is needed. minimize leakage if possible.
i owned one of these too. they were manufactured by KIA for Ford and really are a good car for city driving. mine returned to me fuel mileage consistently in the 39-41 MPG range in stop & go city driving , day in & day out for over three years running.
