You could try gentle exercise including Yoga, or Pilates as these two forms of exercise help to strengthen muscles, and especially after having given birth. They are both suitable as you have an old neck injury, and will not aggravate your injury further. Good Luck.

The best exercise for you is sit-up. But since you have a neck injury, it will be dificult for you to do that. Can you try this? Lie flat on the flloor, raise your two feet slowly up to sixty degrees, let your feet down slowly but see to it that it will not touch the floor. Repeat the same as long as you can tolerate. Remember no pain no gain. Do it every night before eating your meal. You can see the difference within a month. Enjoy it and you will reap your prize.

As a personal trainer of approx 6 years and a client base that consists of about 20% females post pregnancy, i have found the most effective way to lose the "baby bulge" is obviously through core stability exercises. having said that, you cant neglect other areas of your body and as someone else mentioned, you need to realise you cant "target that specific area".
Diet also plays a MAJOR role in any form of exercise, however these 2 things go hand in hand, one is not necessarily better than the other.
As far as exercises go with a pre existing next injury:
Scissor kicks - lay flat on back, hands under bum to support lower back. Raise left leg in the air, hold it, tighten tummy muscles, then raise right leg as you lower the left, hold at the top of the lift momentarily, then repeat.
Hover: Create a "Bridge" between heels and shoulders - lie on your stomach, raise yourself onto your toes, and rest on your forearms. be sure not to dip your bottom, or raise it in the air, you want to be in a straight line from head to toe (also to prevent neck strain)
straight leg hold - Similar purpose as the Hover - lie on back with hands under bum. raise your feet (together) off the ground but as close to the ground as possible. the lower you hold them the more intense this is. try starting with your feet a foot off the ground and gradually try to get them lower. Hold them off the ground approx 15 - 20 seconds, then try to increase that time.
Travelling lunges are always a favourite of mine. they work the glutes (bum), the hips, and (indirectly) the hip flexors.
take a large step forward, dip your front knee to a 90° angle then stand up straight. When doing so make sure you push on the HEEL of your front foot. NOT the toes (of front or back foot). This ensures you work your backside, not your quads.

When I had my baby, I was in a Military hospital. They told me to lay down on my back and hold my stomach in to the count of 8, and repeat 8 times. Keep adding 2 times and two repeats every week. I really works. My stomach looked as if I had never had a baby after 4 weeks.

Sadly my dear, it's a myth to do exercises that directly remove fat from a target area, it's already pre-determined by your body, all you will be doing is building muscle behind the fat. If your just trying to lose weight/burn fat, id suggest more cardio.
Also, if your trying to get back to your previous "figure" you should use measurements instead of your old weight, it's a lot more accurate, as you could have built more muscle

Best way to lose the bulge isn't through exercise but through your diet...over time your muscles will get back to normal. Watch what you eat that's the most important factor.

Lay on your back, keep you neck off the ground and lift your legs. Also try side to side leg lifts.
