How old is your puppy? If it is younger than I say 6-7 months, you need to wait. If it is older than you need to let your puppy know it is wrong to go in the house. You do this by actually catching him in the act (very important) and smack him with a rolled up newspaper or magazine and then take the dog outside. It is important you do it immediately so the dog knows why it is getting smacked. You can also pair the smack with a "NO" so that later down the road the dog will associate the smack and the "no". This will give the "no" meaning and will not require a smack later to make the dog stop what it is doing. It is also just as important to praise and love up your puppy every time it goes outside. This positively enforces what you want him to do. You should do it all the time until the dog becomes house broke and then occasionally after. You can use this approach to solve most dog problems. Remember do not punish your dog after the fact, it has to be done immediately or the dog will not understand, same goes for praising.

Go outside with him, and stay out there til he goes.. Praise him, then come back into the house. Go out with him every 1/2 hour, don't go back in til he produces something. Make sure he has lots of fresh water, and good quality dogfood..
It's not that he isn't learning, you likely aren't being consistent.
Clean the carpet VERY well, so that all traces of the pee are gone entirely. If the dog can still smell the pee, he'll continue to go there, because it smells like somewhere that should be peed on. Plus they like to pee on things that pee soaks into, and carpet is great for that..
Crate train him.. Lots of outside time, lots of opportunities to do the right thing and lots of praise.

Once a puppy has chosen a piddle spot, it's difficult to move it. The main thing is consistency. Watch him for tell signs that he has to piddle. When you begin to see the signs, take him to a designated spot outside immediately and wait. It may take him a while, but he can only hold it so long. Praise him specifically using the term "good wee" or something similar. It shouldn't take him long to get the idea.
Once his "odor" is clear to him outside it will be easier to be consistent and keep him going there. Contact your vet or a local pet store for a recommendation of a product that will remove the odor from the carpet. As long as there is any trace of the smell, he will continue to use that spot.

You may want to try containing your dog in a small area, ie... a kennel and when you let him/her out, take it immediately outside. Dogs wont potty in their living space. Then really praise him/her when she does potty outside. This takes vigilance on you part, but once she/he gets the picture that that's what you want and gets lots of positive reinforcement it should help. Look-up your particular breed and see if this is a common problem with that breed. Also, The Dog Whisperer might be a good resorce for you, and I believe that comes in both book and DVD.
I thought I was a good dog owner, and then I took my 8year old dog to obedience training and found out I wasn't as great as I thought. The first thing I found out was that I didn't understand the 'canine' language. It was SO helpful! I would recommend it if you haven't already. Everybody loves a well behaved animal, even partners!

oh i feel ur frustration! i have the same problem! my silky pees outside but still pees inside sometimes!
i wish i could give u a quick working solution, unfortnuately there isn't any! you just need patience patience and more patients.
have u tried to use an enzyme spray to take away the smell? it helped with my boy?
then also praise and give treats when he does his "business" outside. he then will learn ok inside i don't get anything but i outside i do!

Dogs like to go on carpet because it absorbs it and doesn't get their feet wet. Try giving him a little sand outside. Spread a bag of sand in an area where he can go. You can get sand at any garden center or builder's supply.
many dogs are fearful of leaving their scent where the unknown predator can find them..Taking him for longer walks around the neighborhood will help him overcome fear of his surroundings.

Before you do anything else, get rid of that carpet ... the smell will never, ever come out as far as the dog is concerned. They have a keen sense of smell and whatever you do to it, they can still smell their own scent and it says TOILET to them, very loudly!

I usually will stay outside with a pup until it pees and then praise it . They will not change until it learns that its good to go outside for both jobs .It is a bit tedious for you but the light bulb has to go on over it's head to break that habit.

i know how you feel. you need to buy a product made especially to disguise the pee smell. the poor puppy does it inside because he can smell his previous pee. he thinks its ok to do it. by the age of 6 or 7 months he'll stop and will eventually learn that only outside its ok.

I think this has became a habit with your puppy, she thing that is normal to pee on the carpet. Firstly you must put away the carpet for a while
