I can't say for sure but it's probably real close to the % of female Americans of African decent in the Tucson area. About 2% fit this category in Tucson so, if the force has 50 officers, there should be one (more or less). It would also depend on whether or not they are working hard in school, getting the required degree in police science, in good enough physical condition, and large/strong enough to do the job. Same as anywhere else in the USA. The "playing field" is level and has been for quite a while.

who cares - this is a dumb question.

Positing that there are 1000 officers serving Tuscon, everyone in that community should be grateful to them, whether they are male, female, white, black, hispanic, whatever.

You want to see more black females, starting changing the attitudes of black females in that community, and show them that there may not be the best pay, or the best hours, for serving as an officer in Tuscon, but there is an honor and respect in doing so.
