This is truly an amazing question. Not in all cases but temptation is what tells us we have the resolve to walk away with our character still in tact. It can be our own temptation that challenges us or our helping someone else with theres..no matter what the temptation may be, from cheating on a test, speeding in traffic or cheating on a partner. No. For instance, Earth can exist without "been developed" amid the competition with another alien civilization who is hostile to us. Temptation can strengthen our faith in the way similar to the high costs of wars can encourage peace. But, peace can exist alone without the threat of a war, on the contrarary, with mutually beneficial relations such as trade.

I would have to say yes, the Bible says that it is due to the trials and tribulations that we become more like Christ.

No trials, No tribulations, No Christlike development.
