Yes, you should get ECNR stamped on your passport before leaving for Saudi. Recently the Ministry of Foreign Affairs of India have been simplified the criteria for ECNR status. Submit your passport along with the attested copy of your educational certificates (matriculation or above) for this facility and you will get back the passport on the same day.

I myself have no idea what ENCR is either.. But I do know that you have to have a sponsor to enter SaudiARabia.. whether it be a work or relative sponsor... You have to have an entrance and exit visa to be able to move around in Saudi.. Once you get that entrance/exit visa stamp. you then have to have an Iqama (sort of like green papers in USA).. it states your living status, whether an employee or just travelor or whatever.. Like my mother,, she is an American citizen married to a Saudi.. She has to get this redone every year to legally reside in Saudi even though she's married to a Saudi.

I dont really know what Encr is .. but everytime my father takes me to suadi .. my dad has to get a visa for a certain number of days to go .. on our american passprts .. like a stamps i guess. But we go for Umrah , so im not really sure if i answered your question. sorry
