In Luke 3:23 (KJV) It reads "Heli"

My question is who is Heli?

What you are referring to is the Genealogy of Jesus. Heli was Joseph's father.

Heli was either the father or grandfather of Joseph, husband of Mary, who bore Jesus Christ.

Yes, there are two different geneologies given for Joseph (the other is in Matthew 1), but that doesn't create a discrepency in the record. The record found in Matthew is the direct father-son lineage, showing that Joseph was a rightful heir to Isreal's throne (instead of Herod), being a direct descendent of David. Joseph's firstborn son would therefore have the "right" of inheiritance.

The geneological record in Luke shows a different part of Joseph's heritage, quite easily through his mother's line. It wasn't uncommon for someone of royal lineage (like Jacob, Joseph's father) to marry someone else of a similiar line (Joseph's mother), in order to produce children that had "that much more" claim to the throne.

Think of it this way: How many ancestors do you have? Do you know, if you trace your own family tree back far enough, that some of the lines will cross more than once? Same concept.

Father of Mary.. there was no greek word for "son-in-law," and joseph would have been considered a son of heli through marrying heli's daughter mary. That's why Luke metnions Heli - luke is following the line of mary through david’s son nathan

Hello, Sam: You may know that Luke was a Greek physician, had talked with Mary, and knew she was not Jesus' mother. That is why Luke puts in parenthesis (as it was supposed) the son of Joseph. You can't fool doctors, Luke knew God was Jesus' real father.

If you read Jesus' lineage through Matthew, the Jewish tax collector, you will find a different line shortly after David, where he traces the patriarchal lineage through Joseph.

Also, perhaps you noticed the repetition of 7's and 40's in the Bible--although the Bible does not say why, God is a mathematician. Count Luke's lineage from God to Jesus, there is 77 generations. Count Matthew's from the son of Abraham to the Son of God, there are 40 generation. Thus, those repetitive numbers were pointing to the Jesus, the Desire of the ages.

Heli the Judge and High Priest

Heli (Heb. ELI, Gr. HELI) was both judge and high-priest, whose history is related in 1 Samuel 1-4. He lived at Silo, where the ark of the Lord was kept at that time. Samuel's early history is connected with that of the last days of the aged Heli, whom he succeeded in the office of judge, just before the appointment of Saul as king (1 Samuel 7:15; 8:22). Heli must have been held in the highest esteem, and yet the Bible represents him to us in his old age as weak and indulgent to his sons, Ophni and Phinees, whose crimes brought ruin on their country and on their father's house. The high-priesthood had been promised to Phinees, son of Eleasar and grandson of Aaron, for his zeal (Numbers 25:13); and how Heli, who was a descendant of Aaron through Ithamar (Leviticus 10:12; 1 Chronicles 24:2; 1 Kings 2:27), became high-priest is not known; but his title to the office had the Divine sanction (1 Samuel 2:30).

this the the Genealogy of Jesus. Hali was Joseph's father physically in Luke 3.
But in Matthiew 1 Jacob by Low
also Mary and Josef was relative so St. Mary came from
Solomon.
so both are from David
so Jesus son of David .son of God . the word became flesh and the word was with God and the word is GOD.
