in Hong Kong, Cantonese is widely spoken so you need to be proficient in it. While in Taiwan, it is mandarin. There is a difference. in Hong Kong not many are conversant in Mandarin but this is changing.

In Taiwan, we speak Mandarin.
In Hong Kong, they speak Cantonese, but they learn Mandarin too in school, so Mandarin is okay for them.

If you want to live in Taiwan or Hong Kong,
knowing just a little bit of Mandarin would help a lot!

A little bit helps tremendously. As you get used to life in any of the places you mentioned, and continue speaking the language, you get more and more proficient, as well as fluent, in the language.
