i have 13 handicap units in a complex of 380 is this the right amount or im i allowed to assign them or first come first serve

You will need to check with the ADA about the ratio. Check their website.

According to the link below. 301 to 400 parking spaces requires at least 8 accessible spaces. 13 accessible spaces would be enough for up to 650 total spaces.

I think you can reserve certain spots for a particular tenant but handicap spots have to be first come first served.
