Great question. Behavior I say. Many people cover their uncivilised behavior with technology and nice suits. They think the fact that they act like brute beasts in the forest but have ice machines and televisions makes them better than a noble man living in squalor. They judge according to outward appearance while wise men look at the heart.

It's behaviour rather than technology but I'd say it was mainly in attitude.
Civilised is when a society recognises the importance and basic equality of each individual and works for the common good of all. This attitude is fostered by people living for a long time in close proximity and relative harmony.
You can feel it in the air in the Netherlands and here in China.

Lately, human behaviour changed a lot of people through technological advancements. As far being "civilized" is concerned, the human society still have preserved its good nature in a large percentage.

Both. You should consider that technology is impossible if a society does not exhibit certain behaviors...and vice versa.
You can't build a rocket if you're not making universities, and you can't vote for a city leader if you haven't figured out how to irrigate farm land.

behavior...for their time, the third reich was very technologically advanced...but civilized? i think not...they were even technologically advanced in the field of uncivilized pursuits...but it was an evil and barbaric system
