God put satan in the garden after He created it. How long after, the Old Testament does not tell us. You must remember, when God made the heavens and earth He said they were good. He would not have made that statement with satan on earth. So sometime between chapter 1 and 3 of Genesis he placed him on the earth.
But God did this for a reason...that reason being for Adam and Eve to make a choice, trust God unconditionally without question or trust in themselves. Satan was merely a tool God used to bring them and us today to that realization.,,,,,God Bless

According to the Bible, he is an angel, the word literally meaning, "Adversary". He is the ruler of this world, and offered it to Jesus if he would just bow down and worship him (Satan). God even using him to test one of his followers (Job).
However, some verbal traditions of Christianity make him a demon, a devil, the enemy of God, set over "that lower place" and the darned (being careful of Yahoo! Censors, as they have a difficult enough joy with the trash we post).
Now wait, remember. The Bible says he is ruler over Earth! Could it be that we are the ones cast out of Heaven (Eden)? Is there another name for Earth starting with He..?
Just playing with the idea.

God did not place Satan on the earth, Satan is a spirit, one of the archangels who because of the sin of pride 'fell' from heaven. As a spirit he is everywhere. I would say he can stand in the presence of God, yet not feel the joy of that. He even stood before Jesus on earth and tempted him. he will tept all until Christ returns at the end of time.

This was necessary for free will. Free will without choice is an illusion. So what is the big deal about free will? Well, those of us with children (not sure if you have kids) understand that there is a big difference between programming our computers to wake us up in the morning with "good-morning father-I-love-you" and having your little son or daughter jump on your bed at the crack of dawn yelling "Good morning daddy! I love you!"
The Almighty God has a myriad of angels proclaiming "Holy, holy, holy"--but they have seen Him, so it is easy. Think what it means to God, having NOT seen Him, yet lifting your arms and proclaim, "Good morning Lord! I love you!"
John 20:29
Jesus said to him, “Thomas, because you have seen Me, you have believed. Blessed are those who have NOT seen and yet have believed.”
Now in regard to Satan, this is not the end of the story. There is an end to the earth (the 7,000 year plan) and Satan will be cast with his angels into eternal destruction. All things will be made new and God will have a people that chose HIM in spite of not seeing Him or being tempted by the devil to reject.

After Satan's rebellion, God could have easily destroyed him and still could. Satan is after all one of God own creations through Jesus Christ. But God created the angles with a free will, as he created humans. Free will endows both humans and angles the ability to make choices and live with the rewards or consequences of their choices. God needs to prove to those who worship him of their own free will that he is a just God and doesn't destroy those who disagree with him, even if it is an open act of rebellion. The fact that he doesn't allows for repentance. Christ says the angles cheer as one repents and turn to God. All this leads to the question of 'if God really cares, he wouldn't let bad things happen. As with Satan, should God intervene regularly, then he would re-enforce what Satan began in the beginning by proposing that we should choose what is best for us (The fruit of the knowledge of good and evil), rather than God's decisions on what is best for us (Eden and an eternal life free of sin). He would, in essence, prove Satan right by allowing no consequences to our actions. Satan is the 'ruler of the system of things', the social and political environment we live in on earth.

I dont believe that God did...I believe that God made earth specifically for man....to subdue....Then satan had to "possess" something/someone who did have the right to be here on mans earth.....The snake gave in & satan was allowed to control the snake & deceive Eve thru lies & when they disobeyed God, the knowledge from the tree came into existance & satan became ruler of the air--- because of mans disobedience....too bad Adam didn't slap Eve silly & put God before his woman... MAYBE it wouldnt of came down that way, had adam had God first in his heart.. instead of Eve...Just a thought....

Because God wants true born again Christians who do not follow satan and his ways. He is the father of lies and many people are decieved through music, TV, and many other things. God wants true believers who want to follow the ways of God and by putting satan on the earth will tempt people into sin, but the true believers and followers of Christ will be saved and not be of the world and will not be tempted by the sin and lies of satan.

God did not place Satan on earth. Satan came to earth himself, started corrupting mankind and then tried to get back to Heaven. God wouldn't let him in, so he's been here since.

I'm not a Christian but I can tell you that the Quran has that answer.
Surah 7 verses 11-
It is We Who created you and gave you shape; then We bade the angels prostrate to Adam, and they prostrate; not so Iblis; He refused to be of those who prostrate.
(Allah) said: "What prevented thee from prostrating when I commanded thee?" He said: "I am better than he: Thou didst create me from fire, and him from clay."

(Allah) said: "Be thou among those who have respite."
