There would be several factors in good quality care. Here are a few.
Good carer to child ratio. At that age I'd say no more than 6 - 1 (6 kids to 1 carer)
A reasonable amount of age appropriate activities available - variety, challenge, scope.
A safe environment. Clean, neat, bright, open. Child sized furniture. No dangerous items accessible to the child.
Proper nutrition - variety, allowances for any allergies, fresh.
Some where quiet and soft to nap. Naps are still important at this age.
A good but flexible routine. Many children need to learn that thing happen at set times, and then they can settle much better.
Age appropriate discipline.
And above all a caring, nurturing environment. A child who feels just tolerated, and not cared for, will have trouble with social skills and relationships in latter life. They need to be made to feel important, involved, and wanted.

Plenty of play time inside and out!! 3 meals a day with snacks i perfer vegies for my baby but she has fruit for snack since its sweet tasteing! Plenty of books and tender loving care! Just good quality time playing games to help them learn!

If you are referring to a daycare or preschool, consistency in who their caretaker is important. It provides stability, security, and more structure for learning. Some preschools have a new teacher in the class every day due to staffing problems and it is far from ideal.

my son is picky so i live by " when in doubt feed him noodles" and it works he loves butter noodles, mac and cheese even noodles with alittle alfredo sauce..
