Depends, what sort of actions is he taking. I mean if he has a dirty mind, well who doesnt have at least some. If he is flirting with you you can just give him the cold sholder. But if he is making inappropriate advances on you (such as hugging touching blah) then you will need to take action.
You have to understand that biologically guys (and girls) have the desire to mate written into them. True it doesnt excuse the behaviour, nor does it hold up in court (would be funny to watch tho). But you need to know that.

It depends on what kind of a pervert he/she is....if his/her actions are making you or someone else uncomfortable then yes you should probably do something about it. If he is not hurting anyone and you don't think that it will go any further than where it is right now...then let it be ...most of the time it disappears with age.

first u have to catch the person in the act of doing something or trying to do something then call 911 right away

notify the police so he doesnt harm anyone that way they can keep a watch on him he needs reported to the police
