what should we do to people who seriously ask this question? should it be punishable by law to be that stupid?

I would not say they don't deserve a good brow beating, nor advocate such a thing. Unless of course they are being purposely deceptive in order to create a straw-man of the evolutionary theory.

If they are genuinely ignorant then I would advocate telling them to educate themselves on the topic of evolution until they actually know what their stupid little minds are so vehemently disagreeing with.

While they are at it, try reading their little holy book and seeing what it actually says rather than relying on the deceptive words of their pastor, priest, parent or whomever is feeding them such horse-dung.

Although, actually reading your holy book is the quickest way to thowing of the dark shrouds of religion, a very scary path for some indeed, oooh.

Of course if the ignorance of evolution is not a direct result of a stupefying religious belief, then I implore them to educate themselves before the antiquated arguments of the "intelligent" design movement start to poison your mind with their horse dung filled stories.

Why is it such a stupid question? It seems like a good question when u think about it. It would mean that evolution is very selective about what it chooses 2 evolve. All the monkeys should be evolved by now into humans or they should be in some intermediate stage of evolving at least.
My question actually would be, if evolution occurred, why did only certain ape-like creatures evolve so rapidly & drastically, but not others?

Personally, I think we should answer the question in a very logical, yet long-winded fashion, in the manner of a philosophy text. For example:

Note that you begin your question with the conditional clause, "If we evolved from monkeys." In order to consider the result clause of your question, we must first determine whether the condition has been met in the initial clause, the condition being, in this particular instance, "we evolved from monkeys." What is the source of that statement? Is the source a reliable one, to wit, one that has no particular investment in the notion that we either did or did not evolve from monkeys?

I could go on for hours.

Correct! Well there was a research conducted that proved that it was a particular race of monkeys that evolved from Humans !

And the time back that they found the apes that the scientists said were ones from which humans evolved..Well for the same period of time bones from humans have also been discovered !! lol .So much for the theory of evolution!

Just tell them politely that us and monkeys share the same ancestor. But we share many other things too, like water and air. Does that make us monkeys?

Even if we did evolve, we wouldn't of evolved from monkeys, we would have evolved from an ancestor of the chimpanzee.
