He doesn't. That's because God just doesn't exist. Religion is all just superstition.
All good and evil are judgements of people by other people. Our concept of good and evil does not mean that someone else will suffer from going against your preferences.
However, everybody's actions affect other people, and you are judged by that effect. It is up to us to develop a social morality that helps everybody live together in relative peace so we can all live comfortably and find our place in the world.

Wow. I like this question. Let me try to answer this the best possible way I can.
People either get punished in this life or in the Hereafter. You may think you see with you own eyes, but you do not know what happens behind closed doors. That evil person may have the worst life ever, but chooses to act like they have the best life in front of you.
People will always try to take others down no matter what, so you have to be careful. Everyone lives with regrets, the point is to get on with your life and forgive and forget. Don't ever have bad feelings toward anyone or it can backfire back to you. Hope that helped enough!

Your question should read as follows: Why do good people allow evil people to commit atrocities?
The answer to that question could take days. Besides, you already know the answer. Because deep down we good people cannot be bothered and yet we still think of ourselves as good people. Well guess what? Evil will be around while good people stay silent and look the other way.
Meanwhile organisations like Amnesty International do what they can but it is never enough.

Too true. The common response is to appeal to an afterlife, but this is like saying, "It's okay that I beat you if I give you a gift afterward."
[edit] I'm not sure why people are answering that he doesn't. If they believe in an all-powerful God and these things do in fact occur, it follows that he must allow it.

Satan has powers too- he can keep rewarding the ones that keep doing his will so they don't change.
However being a christian we will always be persecuted, Jesus was all of his disciples were and if we walk in his will so will we, We can not expect to be treated better than our king.
Our treasures are built in Heaven not here.

No god is responsible or to blame. People make choices in life. Some make poor ones....some don't. Some benefit from their choices, some don't.

He doesn't reward them, they reward themselves. God made man capable of many things: one is setting up a system of how they want things to work. so the 'world' makes sin an advantage, and beneficial.
good and bad happen. it's our world, He needs access to it through the prayer and faith of righteous people.

Because God is evil. Satan is nice. He rewards good little kids with gifts ( Santa, Satan, see the resemblence?). God just stands by and watches manslaughter.
