Why is it that I'm embarrased to go out in anything less than jeans and a sweatshirt, while some one who in my view should be embarrased just to walk out of the house in the morning can wear short shorts and a tank top? (>.<)

Modesty is not to be confused with low-self-esteem.
You are guarding and protecting your body, rather than flaunting in front of strangers.

A couple of generations back more people were concerned that males looked male and females looked female, neither showing too much skin. It was called modesty, and was a good thing.

Grandmothers used to tell us "keep them guessing" "If he wants the milk, he's got to buy the cow" "Save it for marriage"

True, dress customs vary from place to place around the world. Dressing in a respectful manner where you don't look like you're "on a man hunt" or "looking for sex" is appropriate in every culture

Be comfortable with who you are and what you like.

Well, part of it is probably just your age. And part of it is probably your families values. And it's possible that someone may have said something that undercut your confidence once.

The way you get past all that is to just do it - whatever it is that you are embarrassed to do. Think of it this way - human beings have done just about everything there is to do. Your friends go out dressed in a certain way. If you want to be like that, you just have to do it.

But can I say one thing? Please don't go all Britney. This teenager thing with being all butt cracks and cleavage, not to mention half expose bellies, isn't all that attractive. My advice is to wear some regular shorts rather than short shorts, and to wear a regular shirt rather than a tank top. You could get rid of the jeans and sweatshirt, though - way too hot for summer.

Well alot of people worry about what others might think of them.
But we really shouldn't worry about people caring about the way we look, because it's focusing your thoughts on other people instead of your self.

we think that others can notice our faults.

no one pays attention to us that much, therefore we are our own worse enemy.
