Yes. Opaque lenses (colored contacts that actually CHANGE the eye color, from dark colors to lighter colors) are very obvious in almost all cases, for many reasons. First of all, they are so dramatically different from the natural color, that when they move on the eye (as contacts naturally do), the color underneath often shows. Secondly, the colors themselves are generally very dull-looking. Additionally, these lenses (especially the disposable ones) are generally very uncomfortable.
Tinted lenses (that change a light eye of one color to a differente light color, like blue to green) are much harder to tell, but I still think they look unnatural. I have blue eyes but occasionally wear a tinted green, and people sometimes ask me if they are contacts.

If you are close enough to a person, it is easy to find a rim around the colored part of their eye if a contact is being used.
Otherwise, it may be difficult to see if the color of the eye is real or not.

I have talked to people that I have seen their contact lens, but you have to be right up in front of them. I don't know if you can see all contacts, but I do know that I have noticed them before. You'll be able to just barely see the outer edge of it if you look carefully. However, if it's someone you don't know they may question why your up in their face. LOL.

When the color is too bright that is usually a give away that they are fake.
