If they are first cousins, then they could be treading on thin ice.
Beyond first cousins, then the dangers of incest related genetic disorders are reduced.
I once knew a woman who was MARRIED to her first cousin. Their children were not very bright and her daughter had a skin condition - recessive genetic - meaning she and her husband/cousin had the gene for the chronically flaking dry skin called "ichythosis" .
Some states allow first cousin marriages, others do not. The woman and her husband/cousin were living in Nevada when she got pregnant with her first child. They could not marry in Nevada, but she and her cousin could marry in California.
In many pioneer families there was some cousin-cousin marriages, but not first cousins. I know of a family where there were five brothers. Two were full siblings, and three others were half siblings to the older two. The GRANDDAUGHTER of the oldest brother married the son of the youngest half brother. Lots of very normal, achieving people are descended from that marriage of "half-cousins".
So if these cousins on your mom's side are second cousins or more distantly related, a romance leading to marriage and family is pretty safe.

If the one cousin that likes the other one, that is the one you should talk to, since the other cousin isn't responding, i wouldn't say anything to that person.

They will give this up soon I hope or hey will have to live with the stigma of incest, that will be a tough journey, at least they have family support, from each other.

no!!!! this is not now, nor has it ever been, a proper thing to let go on, especially if you have a chance to avoid it! it will cause all kinds of issues within the family, now, or down the road. it is something you will have to make clear to both of them, not just one!!!
