you only have a limited amount of bandwidth, so any tweeking will affect other aspects of download/upload/browsing etc. Let's say you have a 3mbps internet connection, and just theoretically upload and download are both at 1.5 mbps. If you were to attempt to set download at 3mbps, then it would drop your upload to zero, but that isn't possible. I just used it as an example. It's better to leave them both at unlimited, and your machine will do what's most efficient.

It will alter the download speed when you are uploading.
