There is no set of rules that makes you eligible for Heaven, or more properly, the Kingdom of God.
There is nothing you could ever do to deserve the honor and privilege of spending eternity in a state of perfect contentment and blessedness.
The reason is that you, like every other human being, are a rebel against God and a sinner. If you made it into heaven, heaven would no longer be perfect, because you were there.
The testimony of God is this: You have separated yourself from God because of your sin, as it says in the Prophet Isaiah:
"We all, like sheep, have gone astray,
each of us has turned to his own way; "
and again:
" But your iniquities have separated
you from your God;
your sins have hidden his face from you,
so that he will not hear."
Nevertheless, because God is great in mercy, He has undertaken to reconcile sinful man to Himself.
This He did by sending his Son from heaven, the Lord Jesus Christ, to make atonement for sin. That is, by offering Himself in place of us, He has taken upon Himself the full punishment for all wrong-doing of all men throughout human history.
He did this once for all, when He offered Himself upon the cross. While He hung upon the cross, God visited upon His eternal Son all of His wrath against sin. The Son was able to bear this, because He Himself is a partaker of the divine nature. He suffered infinitely, so all men might receive eternal pardon and be reconciled to God.
This is why it says:
"that God was reconciling the world to himself in Christ, not counting men's sins against them. And he has committed to us the message of reconciliation. We are therefore Christ's ambassadors, as though God were making his appeal through us. We implore you on Christ's behalf: Be reconciled to God. God made him who had no sin to be sin for us, so that in him we might become the righteousness of God."
When we accept the testimony of God concerning His Son, admitting that we are unworthy sinners, but confessing our faith that God removed our sins through the Lord Jesus Christ, we are then in a position to receive the gift of forgiveness of sins and receive God's Holy Spirit, who makes us fit for the Kingdom of God, as it says:
"Therefore, if anyone is in Christ, he is a new creation; the old has gone, the new has come!"
and again:
"For it is by grace you have been saved, through faith—and this not from yourselves, it is the gift of God— not by works, so that no one can boast."

That is why Jesus Christ said this:
"I tell you the truth, whoever hears my word and believes him who sent me has eternal life and will not be condemned; he has crossed over from death to life."

Call upon His name today! Heaven, or Hell, are just a heartbeat away!

As was previously mentioned, you have to be one of annointed ones (the 44,000). This number has already been selected. Those who are among the 144,000 already know they are such. Jehovah's holy spirit let them know that they would be of the 144,000 that will be ruling as Kings with Christ Jesus.

The rest of the people will be on earth. There will be a new heavens and new earth (2 Peter 3:13).

Psalm 37:10, 11, 29 speaks of the wicked ones being cut off and the meek ones possessing the earth. Those that will possess the earth will be those who do Jehovah's will. In order to do this, one has to take in knowledge. However, not just any kind of knowledge. Everyone has knowledge (worldly), but not everyone has accurate knowledge. (John 17:3; 1 Timothy 2:4)

Many people think all about heaven and not earth because of the conditions of the earth now, with the suffering, pain, poverty, death. Such ones think this will be like this forever. However, Jehovah will set up a Kingdom that will never be brough to ruin. (Daniel 2:44). This world is currently under the power of the wicked one Satan the Devil. (1 John 5:19). He is blinding the minds of the unbelievers. (2 Corithians 4:4) For instance, Satan is blinding people that everyone goes to heaven, or that everyone that is "good" goes to heaven and those who are bad burns in eternal torment. Ecclesiastes 9:5 says that the dead are conscious of nothing at all. Those who are going to heaven have already been determined. Just the fact that you are asking this very question already means that you and I are not one of the 144,000, or else we would have known it already.

the first principles and ordinances of the Gospel are:
first, Faith in the Lord Jesus Christ;
second, Repentance;
third, Baptism by immersion for the remission of sins;
fourth, Laying on of hands for the gift of the Holy Ghost.

All this needs to be done by the proper authority. That authority was restored to the earth by John the Baptist to Joseph Smith, so members of the Church of Jesus Christ of Latter-day Saints are the only people on the planet that hold the Aaronic Priesthood & can baptize with the proper authority.

hjeaven is difficult to get to, much more so than heaven...
anyhow, here the rules:

1 always be nice, the toes you step on today my just be connected to the the butt you will have kiss tomorrow
2. forget and forgive
3.always remember you need to be kind and compassionate
4.spend as little time on Yahoo Answers as possible
5. do not ask smarty pants questions
6. admit you know that you know not

Rule #1: Recognize you are a sinner. (That simply means you know you haven't been perfect.)
Rule #2: Confess your sins to God. (Not each individual one, just that you have sinned, and displeased Him.)
Rule #3: Accept the gift of Jesus Christ's death as your substitutionary sacrifice.
So many rules!!

To get into "heaven": "higher than the heavens", the only condition is flush all the rules(laws) for grace is sufficient. For God our Saviour will have all men saved(graced) and also aware what they're saved(delivered) from: law.

Our Father, deliver us from evil: Mt 6:13
We are delivered from the law: Rom 7:6

The GRACE of our Lord Jesus Christ with you all. Amen.
