Where are you fishing and what type of mackerel?Spanish,Cero, and King Mackerel all can be caught with Clark or Drone spoons as well as any other trolling rigs.If from shore or pier than a heavier casting spoon or a Gotcha plug will do the trick

If you live in Massachusetts, New Hampshire, or Maine, you are not the only ones having trouble catching mackerel. There just aren't that many around anymore.

Are you talking Spanish Mackerel? If so, vary the size of Clark spoons. When trolling, try one line with a planer.
If you're fishing a school, work the edges. Going down the middle breaks them up.

What exactly is the trouble? Trouble locating them or hooking them?
I would suggest using a silver spoon , and make sure it has a sharp treble hook on it.
